URGENT PRESS RELEASE FROM UNITE & UNISON - 21-10-10

Staff across the City of Edinburgh Council are losing some of their agreed 3 year Pay Protection after the Council renaged on Single Status and Pay Modernisation.  Instead of the Full contracted pay being protected they are using an average worked out over the staff's previous years contracted pay.

This means many staff who have been absent through legitimate sickness, carers leave, maternity leave etc could be adversely affected.  Staff affected so far are weekly paid staff that include Refuse Collectors, Roadworkers and Gardeners but the full extent of the problem will only become apparent next week when monthly paid staff receive their payslips.  As far as the Joint Trades union's in Edinburgh are aware this is completely at odds with the rest of Scotland's Local Authorities approach to Pay Protection.  "We are staggered that in the first week of pay after the imposition of Modernising Pay, the Council have torn up the agreed approach to Pay Protection" said Stephen MacGregor of UNITE.  "Our members, who have had their payslips are rightly furious and feel betrayed by the Council" said Unison's Kevid Duguid.  The Joint Trades Unions have lodged a Formal Dispute with the Council and will be consulting their members over the coming days.

Unite will be meeting with the

Director of SfC Mark Turley on

29-10-10 to discuss the ongoing dispute within refuse collection

Council impose "Future State" on refuse collection

At the Council's Policy and Strategy meeting on 28 September 2010, and despite deputations from Unite to the committee, it was decided at that meeting that the imposition process would commence. Unite will meet with the membership shortly to discusss this. Meanwhile the ongoing industrial action short of a strike remains in place within refuse collection.

 ACAS MEETING

Unite and the Council met with ACAS on 9 September 2010 in an attempt to resolve the ongoing refuse collection dispute. Unfortunately no breakthrough was made. At the meeting Unite tabled reasonable proposals that could have resolved the dispute but these were rejected by the council. No further proposals were  given by the council at the meeting. Unite will now consult with its membership to decide on our next course of action.

  Refuse Collection Dispute

Today (31 August 2010) Unite met with the Council to discuss the rejection of the Council's "Future State" proposals following a ballot of the membership. It was agreed at the meeting that the services of ACAS in its concilliation capacity would be used in order to attempt to resolve the ongoing dispute within refuse collection. About time, we've been asking for this for a year.

BUDGET CUTS

Unite was extremely dissapointed to hear through the media on 19 August 2010 that there were to be job losses within the Council. Unite met with Council leader Jenny Dawe and Councillor Phil Wheeler on the 18th of August at the meeting of the Council's Joint Consultative Group (a forum to discuss just this type of issue) and no mention was made of these job losses. Unite will be seeking an urgent meeting with the Council leader to get an explanation for her actions.  It would appear the administration would rather deal with employees via the media than through proper consultation with them and their unions.
